В статье рассматривается проблема искусственного электорального манипулирования избирательной географии, известная под термином «джерримендеринг», которая влияет на искажение результатов выборов и нарушает принципы равного представительства. Автор исследует делимитацию избирательных округов и ее итоговое влияние на политическую карту России, используя конкретные примеры и акцентируя внимание на значимости честного редистриктинга и необходимости широкого общественного обсуждения схемы делимитации. В качестве выводов автор статьи проводит анализ избирательных процессов в России и сопоставляет их с международными практиками, что подтверждает необходимость реформирования избирательной системы путем внесения изменений в законодательство, направленных на сохранение демократических ценностей через ужесточение требований к образованию избирательных округов. 

The article addresses the issue of artificial electoral manipulation of electoral geography, known by the term «gerrymandering», which affects the distortion of election results and violates the principles of equal representation. The author examines the delimitation of electoral districts and its ultimate impact on the political map of Russia, using specific examples and emphasizing the importance of fair redistricting and the necessity of broad public discussion of the delimitation scheme. As conclusions, the author analyzes the electoral processes in Russia and compares them with international practices, confirming the need to reform the existing electoral system by making changes to current legislation aimed at preserving democratic values through tightening requirements for the formation of electoral districts.
