5 декабря 2025 г. в Институте философии и права Новосибирского государственного университета состоялся круглый стол с международным участием «Право, бионейроконституционализм и права человека в эпоху генетической информации и бионейротехнологий». В рамках междисциплинарной дискуссии ведущие специалисты из разных регионов России и зарубежных стран, включая представителей Китая и Казахстана, обсудили вопросы бионейроконституционализма, биомедицинского права, репродуктивных технологий, биомедицины и прав человека, а также биоэтики и нейрофилософии. Участники круглого стола отметили необходимость дальнейшей совместной работы, направленной на развитие принципов биоправа, биоэтики и использования бионейротехнологий в России. Научно-практическая дискуссия между учеными, философами и практиками показала наличие биогуманитарных рисков и проблем в результате стремительного развития бионейротехнологий, использования достижений биологических наук и нейронаук. Такие достижения открывают широкие возможности для улучшения здоровья и качества жизни человека, раскрывают перед человечеством новые перспективы в развитии и реализации человеческого потенциала, но вместе с тем они несут и новые биосоциальные, биотехнологические риски и вызовы существующим правовым и этическим нормам. В качестве выводов отмечается, что дискуссия показала важный тренд на инновационную юриспруденцию и развитие нового направления правовой биоэтики, необходимость разработки новых правовых доктрин, таких как биоконституционализм и нейроконституционализм, для адекватного регулирования возникающих отношений и защиты человеческого достоинства в контексте технологических изменений; о возможности конституционализации новых поколений прав человека (биоэтических и нейроэтических прав), направленных на защиту личной автономии, неприкосновенности психической и физической целостности, а также приватности генетической информации. 

On December 5, 2025, a roundtable discussion with international participation, “Law, Bioneuroconstitutionalism, and Human Rights in the Age of Genetic Information and Bioneurotechnology,” was held at the Institute of Philosophy and Law of Novosibirsk State University. During the interdisciplinary discussion, leading experts from various regions of Russia and abroad, including representatives from China and Kazakhstan, discussed issues of bioneuroconstitutionalism, biomedical law, reproductive technologies, biomedicine and human rights, as well as bioethics and neurophilosophy. Participants noted the need for further joint work aimed at developing the principles of biolaw, bioethics, and the use of bioneurotechnology in Russia. A scientific and practical discussion between scientists, philosophers, and practitioners revealed the biohumanitarian risks and challenges arising from the rapid development of bioneurotechnology and the application of advances in biological and neuroscience research. Such advances offer significant opportunities for improving human health and quality of life, opening up new prospects for the development and realization of human potential. However, they also pose new biosocial and biotechnological risks and challenges to existing legal and ethical norms. The discussion concluded by noting the important trend toward innovative jurisprudence and the development of a new field of legal bioethics. It also highlighted the need to develop new legal doctrines, such as bioconstitutionalism and neuroconstitutionalism, to adequately regulate emerging relationships and protect human dignity in the context of technological change. It also highlighted the possibility of constitutionalizing new generations of human rights (bioethical and neuroethical rights) aimed at protecting personal autonomy, the integrity of mental and physical integrity, and the privacy of genetic information.
